These are a pair of cold weather gloves from the 1970's and would probably have come with some cosy inners or liners since the leather that they are made from is hard wearing but not very warm. The nice little furry bits on the back are for 'dabbing' the skin on the wearer's face to prevent frostbite, though they were universally used for wiping 'a runny nose'!
We don't know who 'J Hanlon', the manufacturers were, but they almost certainly made a batch of these gloves for the Ministry of Defence back in 1971. We were engaged in a metaphorical Cold War with Russia at the time and British forces were equipped with real Cold War gear should they have to fight in Russia - fortunately they didn't!
